I have examined the accompanying Ordinance intituled

Ordinance

to amend

the Stang Ordinance, 1981,

and I

of opinion that the Ordinance is one which is not contrary to the

Governor's Instructions.

2. The object of this Ordinance is to make in the Stamp Ordinance,

1921, certain amendments which experience has shown to be necessary

or desirable.

Section 2 supplies a drafting omission, and correcte a drafting

error, in section 3 of the principal Ordinance.

4.

Section 3 amende section 10 of the principal Ordinance so as

to throw the onus of proof upon the person who aaserts that there has

been no splitting in order to evade stamp duty.
